Mr. Paul Bulson, MS, P.E., Associate

Mr. Bulson received his B.S. degree in Microbiology from the University of Surrey, England, in 1979 and his M.S. degree in Civil and Environmental Engineering degree from Washington State University in 1983. Mr. Bulson is currently serving as President of Dalco Point, Inc., an international company conducting environmental business throughout Asia. 

Mr. Bulson has a broad range of environmental project management experience throughout Asia and specifically in China. He has successfully managed and directed several USTDA projects that resulted in U.S. environmental-related exports. Mr. Bulson has 20 years’ experience of managing environmental projects in China. Together, these projects have a value of over $5 billion USD. He is familiar with the status of current China environmental issues, hazardous waste regulations, institutional issues, capacity issues, financial mechanisms and resources available to potential clients.

Mr. Bulson is working on a wide variety of environmental projects throughout Asia He is responsible for managing bilateral and multilateral financial projects throughout Asia; manage institutional reviews and arranging financing for clients’ projects; and direct multimillion dollar investment projects.

Mr. Bulson has also worked with government agencies and administrations on environmental management, clean production, technology transfer, institutional strengthening and technical training programs in PR China, Thailand, Malaysia and Indonesia.
